Hi, glad to see you on the forum.
Firstly I am very sorry that I can only answer your question in English since I have no chinese software in my office.
So you can certainly use visa card in France and there will be no extra fee. But in the case of withdrawal, you have to bear an expense of 3% each time.
Bank of China has its only branch in Paris. I am not sure if you can open an account in any French bank ( especially in Clermont ). I am well afraid that the bank of China will not be recognized by the banks in Clermont. I had these kinds of questions at least.
What I can suggest you is to ask Post office in China where normally offers the interbank serivce with a relatively low rate compared to Bank of China.
